China is a world leader in the informatization of urban environments through smart cities, but in a context of misinformation, its experience is distorted into ultra-modern mega-projects or an Orwellian nightmare. Through a socio-technical vision and with sources in Chinese, this text will review the basic framework of its digital public policy to find out what guides this dizzying construction and what its priorities are. It will show that, in a country of 1.4 billion people, this concept began as an adjunct to plans to deal with growing and disorderly urbanization. And today it has become a cardinal solution, underpinned by a pragmatic, people-centered framework, adaptable to local conditions, where common standards facilitate feedback. However, fundamental problems - such as the needs of rural migrants - remain unresolved.
