The evolution and strengthening of PhD training in Paraguay in recent years have led to a tendency towards homogenization of existing doctoral programs in the country. The purpose of this study is twofold: first, it aims to characterize the contemporary ecosystem of doctoral training in Paraguay and, second, to analyze the persistent challenges, sometimes in a latent state. The main findings highlight the lack of a solid research culture, which hinders the consolidation of research lines, puts teachers in a precarious situation and restricts the development of researchers with diverse profiles, ultimately impacting doctoral training, research and innovation in the country. The results point to the need to implement existing regulations through the unwavering political will of the authorities and regulatory institutions.
