Abstract

The financial conditions of the municipality of Valladolid between 1769 and 1822 are analyzed, as part of the implementation of the Bourbon reforms in the Royal Treasury, finding and discussing the measures executed under the regulatory principle that sought to make the tax collection in American colonies more efficient. The enforcement took place in all the municipalities, and was achieved in a relative way, given that it was only possible to begin to centralize the functions of finance, government, and justice, with the aim of having greater control of the spaces and the local treasury. The study reviews the measures applied, their relationship with the aldermen and the behavior of municipal finances in the indicated period. The relationship they had was fragile, despite having critical moments, surplus allowed them to cover the needs of the population. The use of new concepts changed in part, the sense of the local treasury, since it sought to make good use of «public resources» to keep the city functioning and its well- being, substantial objectives of the functions of the urban council, The results allow us to assert that stability was diminished at the beginning of the 19th century, causing an acute problem in these governmental institutions.
