The municipal social development in the state of San Luis Potosi needs to be accompanied by the implementation of public policies and instruments that guide the actions of federal decentralization of fiscal resources, such as the Fund for Municipal Social Infrastructure Contributions (FAISM). It is proposed to establish a competitive fund to encourage the targeting mechanism of the Fund and improve levels of social welfare. The study is focused on 58 municipalities of San Luis Potosí whose entity obtained, on average, 3.52% of the Fund at the national level, during the period 1998-2012. For the analysis, we propose to incorporate 13 variables for social development and 5 for governance in the formula. Information variables were obtained from the National Municipal Information System, National Institute of Statistics and Geography, National Institute for Federalism and Municipal and the National Council for the Evaluation of Social Development Policy Development.
