The Declaration of Philadelphia (1944) was established as the first instrument to recognize social security as a human right, while also paving the way to build an international legal framework in this field so as to provide health care and income security for the population. Nevertheless, its implementation and adaptability have come up against socio-economic conditions and various kinds of worldwide crises, including health emergencies, as well as a series of questions about its fruition in an ever-changing world. Revisiting both the Declaration of Philadelphia 80 years after its adoption and the international regulations stemming from it prove that it continues to be important, relevant and current. Not only does it have a decisive influence on building or consolidating social security systems, but it also helps mitigate crises because the flexibility of the standards makes it possible to adopt new complementary approaches to guide future decisions, ensure the attainment of other rights like economic, social and cultural ones, and fortify the 2030 Agenda.
