The Andrés Manuel López Obrador administration presented a dual reality in its management of poverty in Mexico: it achieved a historic national reduction of 13.4 million people living in this condition, yet the poorest state, Chiapas, showed only marginal progress in this regard. Although the state accounted for 22.9 % of the country’s extreme poverty, it contributed only 2.5 % (42 994 people) to its overall reduction. Structural barriers limited the effectiveness of national policies, which coincided with an intensification of residual poverty. The findings call into question welfare-based approaches for providing only temporary relief. A sustainable solution requires replacing transfer payments with productive investment and employment, since without transforming the regional productive base, the gaps will persist and deepen.
