Resumen
RUBIO MEJIA, Carlo Fabián. Toward Historical Justice: An Analysis of the Seri-Comcaac People's Justice Plan from an Intercultural Perspective. Región y sociedad [online]. 2025, vol.37, e1963. Epub 15-Feb-2026. ISSN 2448-4849. https://doi.org/10.22198/rys2025/37/1963.
Objective: Assessing whether the Seri-Comcaac Justice Plan, in its first phase (2022-2023), incorporated intercultural characteristics. Methodology: It is based on two key concepts: Catherine Walsh's (2007) dialogue framework and Alicia Barabas's (2014) intercultural communication. Testimonies were gathered from Seri residents, authorities, and officials associated with the plan. Results: Internal political divisions among the Seri complicate the full implementation of the justice plan. Value: This analysis is an opportunity to establish new methodological criteria for implementing the justice plan. Limitations: The research is limited to the village of Punta Chueca. Conclusions: The Seri Justice Plan has partially fulfilled its aim for historical justice on key issues such as water, territory, and culture. However, it has been weak in other areas due to a lack of regulations to solidify them and attributable to the complexity of internal political differences that hinder its complete implementation.
