Medium-sized cities recently acquired a leading role in the scientific literature and the planning policies of developed countries. Overall, medium-sized cities are considered to have the necessary conditions for the emergence of learning and innovation processes to stimulate regional economic growth. This article presents a proposal for analyzing medium-sized cities in peripheral economies based on the exploitation of natural resources. The study focuses on three medium-sized cities located in Argentina and linked to primary production complexes, and examines their innovation capacity and their links to the processes involved in the integration of local value chains and the diversification of local production structures.
