There is a relationship between social capital and policy networks as fundamental sites for public policy definition, with actor participation. In this article we analyze empirical data of the social capital in the nine municipalities of the metropolitan area of Monterrey, Nuevo Leon. We also identify policy networks in the public actions of the above mentioned area as well as in the International City of Knowledge project. The article concludes that an approach using public policy networks provides a useful tool for analyzing the public policy process, and simultaneously reinforces the effectiveness and legitimacy of public actions.
