External debt in Latin America and Sub-Saharan Africa have in common the causes for their expansion in the seventies, the difficulty to be paid in the eighties, and the application of measures to be paid almost exclusively proposed by creditors. In each region is different the amount of debt, the weight of the public debt as a proportion of total, who are the main creditors in each case, and the economic, political and social development of each region.
