Abstract

A democratic transition changes political environment. Legislatures, to keep ongoing, must adapt to the new environment. One possibility of adaptation is institutionalization. This is a process in which organizations modify its rules and operation to achieve stability, certainty, and distinction. Based on indicators of differentiation and complexity, the institutionalization of the Committee for Social Development in Mexico’s House of Representatives -pertinent due to its theme and year of creation- was studied from 2000 to 2012. It is concluded that the environment generated by Mexican’s transition led to legislative institutionalization, but that this was neither a linear nor an uninterrupted process.
