The essay discusses the importance attached to governance as a new tool for environmental management. Different views are presented on how various social actors make use of it and the results obtained. The tool is tested in the case of the Netherlands, challenges and opportunities as well as the action of various actors arise in planning two programs launched by the Dutch government in recent decades.
