The objective of this paper is to analyze how small and medium enterprises (SMEs) of Nuevo León appropriate public government information oriented for them. To carry out the research 13 in-depth interviews were used, as well as 2focus groups with 14 SMEs entrepreneurs of Nuevo Leon as participants, and a third focus group with 7 experts. In sum, 34 people were interviewed as part of the research activities of the Targeted Transaprency and SMEs Project of EGAP - BID / FOMIN. The procedures of grounded theory were used in the analysis, which allows us to propose an explanation emerged from data.
