Abstract

The purpose of this article is to investigate party discipline and legislative performance in the Mexican Chamber of Deputies for the 58th Legislature (2000-2003). I test four hypotheses regarding the lack of a party majority in the legislative branch of the government. I illustrate that, contrary to what is commonly believed, the Mexican political institutions are not "paralyzed" or in a crisis.
