Abstract

TORRE CANTALAPIEDRA, Eduardo. Migration Policies for the Protection of Climate Migrants in Mexico. Norteamérica [online]. 2025, vol.20, n.1, pp.103-125.  Epub Dec 02, 2025. ISSN 2448-7228.  https://doi.org/10.22201/cisan.24487228e.2025.1.685.

In the field of migration studies, there is a growing interest in climate-induced migration and the responses that States provide to such forced migration flows in terms of management and protection. The aim of this paper is to analyze Mexico’s humanitarian protection categories, whether permanent or temporary, concerning the safeguarding of climate migrants. It is shown that the Mexican legal system lacks appropriate categories for the protection of foreign climate migrants, resulting in partial protection or, at times, complete lack of protection for them. In light of this situation, a proposal is made to introduce new definitions for granting humanitarian visas (visitor cards for humanitarian reasons) to protect the human rights of climate migrants.

Keywords : climate change; migration policies; forced migration; climate migrants; Mexico.
