The Mexican Petroleum Institute (IMP) has been considered as one of the main Mexican technological development center, constituted to be the "technological arm" of Petróleos Mexicanos. After five decades, it faces significant challenges. The objective of this paper is to elaborate an IMP diagnosis to count elements that will redefine its performance in the becoming years. Based on an integral diagnosis in which the main accumulated structural problems are identified, strategies are proposed to meet the new market environment in the oil industry.
