This article aims to do a theoretical review from various sources, focused on the study of implementing public policies oriented to social innovation. In the Mexican context, the Triple Helix and the Viable System Model are used as methodological guides in environments of similarity, social, economic, political, educational and cultural. Likewise, it is intended to point out the social programs based on the Triple Helix found in search of the bibliography that included these methodological precepts. The results focus on the possibility of creating new lines of collaborative research through the design and proposal of a model that corrects the field of social innovation for a better conceptual contribution.
