The objective of this article is to analyze how a small state like Bolivia faced the mutations of the regional political map during the present century, considering the rise of the progressive cycle and then its decline. This paper uses a qualitative approach to understand the phenomenon and its context. It establishes a dialogue between theoretical-conceptual contributions of small states and empirical references of bolivian case from documentary, bibliographic and statistical sources. As results, it holds that their constraints as small state directed a pragmatic foreign policy to capitalize the possibilities of growth, especially in economic area, beyond the political and ideological differences that could appear.
