The central thesis of this paper focuses on clarifying how the ilegal settlements, known today by local authorities as Incomplete Human Settlements Development (Decree 0419 of May 24,1999), are expressions of three related complex processes: on one hand, are demonstration of the contradictions between the market forces and the government forces. On the other, are results of urban social struggles led by groups and communities confronting the state. And in this sense, those communities demand from the State, its main partner through resolution processes such as negotiation, answers that wil benefit them and ofer solutions to their problems of exclusion and marginalization.
