Abstract

The arrival of foreign students that do not speak the language entails on Spanish schools the need to put into effect new resources to provide such students with quality education that takes their needs into account. This paper analyses, from a critical perspective, how the Andalucian education system cares for foreign students in terms of allocation of specific resources for this population. There are two types of programmes for foreign students: a) those for learning the Spanish language (Aulas Temporales de Adaptación Lingüística [ATAL] y Programa de Apoyo Lingüístico para Inmigrantes/Temporary Language Adjusting Classes and Language Supporting Programme for Immigrants); and b) those which allow immigrant students to be educated in their original language and culture. These are only applicable to Arab and Romanian students. This study ponders the different measures that have been proposed and their consistency with their statement of objectives. We also examine ATALs in depth, since they are not only the most widely used resource offered to foreign students, but also the one with a longer history and the one that has been most often the objective of research studies.
