Hybrid governance constitutes a fusion of legal and illegal activities, where informal norms prevail over formal ones. This study focuses on the northeastern region of Mexico, presenting a paradigmatic case of hybrid governance characterized by the influence of organized crime on institutions. In this gas basin, long-term economic and historical processes converge, fostering an alliance between organized crime, the state, and economic powers, resulting in adverse effects on citizen security. Emphasizing that adopting this perspective enables the identification of external processes impacting regional configuration, it underscores the importance of empowering local actors to legitimize peaceful forms of coexistence.
