Abstract

Preceded by a constitutional reform primarily motivated by the new version of the free trade agreement for the North American region, the 2019 labor reform offers a more favorable legal framework for freedom of association and collective bargaining. However, as other authors have also stated, it is not enough to modify the formal regulatory framework in order to bring about change. Is the Mexican industrial relations system undergoing a transformation? This article assesses these changes using Dunlop’s concept of the industrial relations system as a heuristic device and taking the automotive industry as an empirical reference. This analysis identifies the main challenges to achieving a more profound transformation of labor relations in Mexico.
