The right to Internet access has an essential content that must be guaranteed, because its breach implies the non-compliance of other human rights. Determining the minimum content of the right to Internet access is fundamental to assess the degree of its compliance, even though it is an open and dynamic concept that depends on technological evolution and the country's content. First, we refer to broadband, Internet access and digital divides. Then, we delve into the essential content of the right to Internet access both as negative obligations and positive obligations. Regarding positive obligations, we analyze in depth the characteristics of availability, accessibility, acceptability an adaptability of the right to Internet access.
