This paper explores the reasons why the government and other political actors want a new interior security law in Mexico approved. Some initiatives of this law are described and critically examined. It puts forth arguments supporting the view that security is a responsibility of civilian authorities in a Constitutional Rule of Law and not of the armed forced. The conclusions argue for constitutional reforms that will avoid the militarization of the country.
