Abstract

The water utility authority of León, Guanajuato, México, has promoted a fabricated discourse on the water problem in the city in order to benefit from the policy of megaprojects. This research seeks to demonstrate the inconsistency in the narrative of the authority, which claims that population growth will lead to an increase in urban water demand, thus requiring additional sources of supply. However, after analyzing the empirical evidence, no direct relationship was found that confirms the discourse of the incidence of the population variable with the increase in domestic water demand.
