State and municipal finances in Mexico depend almost entirely on federal transfers. In indigenous municipalities, this dependency is greater, as in the case of Oxchuc, in the Altos region of the state of Chiapas. The objective of this work is to demonstrate, through a comparative analysis with other municipalities in Chiapas and Nuevo León, how the transfers received in the Oxchuc city council caused conflicts and a fight of factions for the control of these resources, wich transcends regulatory systems, and is maintained in the government elected by uses and customs.
