Since the 1980s, the Metropolitan Zone of the Valley of Mexico (ZMVM) has been oriented by formal arrangements of the federal government and by the fragmentation of its areas of government. The present investigation evaluates the institutional performance and the influence of the municipal governments on guiding their urban process. It concludes that urban management in the ZMVM is not a direct result of the action of local governments, and the fragmentation of its areas of government is resolved by the presence of a hegemonic political party and an electoral coalition.
