The network governance model is founded in the communication with different institutions and requires cooperation between the several local actors, but also cooperative relationships within the institution. Thus, the aim of this paper is to reflect about the dynamics of the relationship between the municipals' departments. The present study analyses innovative strategies used by three municipals of the interior of Portugal: Gouveia, Guarda and Sabugal. The results point out the inexistence of characteristics of network governance in the three municipals under study and that they still need to develop a more dynamic network relationship.
