The experience has indicated the importance in the seismic behavior of buildings and in the structural problems taking place in the upper floors of tall buildings, during destructive earth quakes. The interest has aroused in the application of the “Seismo geodynamics Theory” to solve the seismic problems of the sub soil and foundations, and the method to calculate the acceleration in the floors of buildings because of the seismic effect of the vertical and horizontal rotations of the foundation, and to verify if the structure of the building can take safe the seismic forces. An important seismic observation was made by the author in 1962, from the recorded seudo-acceleration response spectrums, obtained at the ground surface of the Central Park and those obtained at the base of the rigid foundation of the Tower Latino Americana in Mexico City. The author found that the ratio of the accelerations for 10.0% critical damping between these two places, less than one hundred meters appart, showed that the rigid box type foundation of the “Tower Latino” suffered only on the order of 50% to 60% of the acceleration with respect to the spectral acceleration at the ground sur face in the Central Park. The above observation was verified theoretically by the author.
