This article addresses the implementation of information and communication technology (ICT) policies, considering the institutional environment of three elementary schools in Mexico City. The purpose was to investigate what happened within the school and what their teaching staff did, comparing two school cycles: 2006-2007 and 2021-2022. The analysis is based on Justa Ezpeleta’s contributions, and especially on her theorization of educational change and her studies about daily life and educational culture in the organizational and cultural fabric of schools, and aims to understand the meanings that teachers have built around ICTs and to analyze their intersection with educational policies. Based on an ethnographic perspective, this study allows us to reconstruct the changes and continuities in the institutional supports for the use of ICT in the three specific schools. The results show that despite the contextual changes between the two periods, the use of these technologies is still a challenge at the didactic level and that the policies in this regard remain weak, discontinuous and fragmented.
