This article shows the validity of Ezpeleta’s ideas on the conditions for the implementation of educational innovations. It examines the results of previous research about the implementation of two educational policies: the Conectar Igualdad program (in Spanish, Programa Conectar Igualdad, PCI) carried out in Argentina and the Digital Inclusion and Literacy Program (Programa de Inclusión y Alfabetización Digital, PIAD) in Mexico. By means of a documentary analysis of 28 academic texts, the authors analyze the results of these investigations in terms of Ezpeleta’s concept of educational innovation. The review is organized around five focal topics of reflection: a) Discourse, b) Appropriations and resistances, c) Pedagogical conditions, d) Material and infrastructural conditions, and e) Tensions. The analysis highlighted the relevance of the conceptual framework proposed by Justa Ezpeleta for the analysis of educational innovations.
