This empirical descriptive study examines strategic intelligence in the management of scientific communication, drawing on the impact and dissemination actions of European Horizon 2020 projects (2014-2020) consolidated over the subsequent five-year period. The general objective is to design a communication and strategic intelligence model for the dissemination of scientific knowledge. To this end, the study addresses the tasks involved in achieving the objectives of European and third-country consortia, identifies the main stakeholders, examines the types of engagement generated with them, and analyzes the primary channels of scientific communication. Methodologically, a structured questionnaire was administered to a population of 1,368 project managers from the Framework Programme. The study reveals an excessive focus on scientific and technological issues, as well as a significant communicative and relational deficit with certain priority stakeholder groups, together with limited use of innovative and disruptive channels. The study concludes that information and scientific communication professionals should implement efficient strategic models grounded in management competencies from cross-disciplinary fields.
