How do levels of government coordinate to improve road accessibility? This article will examine the degree of accessibility to the paved road, one of the indicators included in section IX of article 36 of the LGDS in a 2013 reform. Previous literature indicates that the accessibility to the paved road network must be analyzed from two dimensions: one geographical and one social. The argument of the article is that political parties -especially municipal presidents- also play an important role in explaining the distribution of resources at the local level, specifically in road infrastructure, as well as political participation and competition. A quantitative analysis is performed, and the results are consistent.
