Abstract
DIAZ-OLARIAGA, Oscar. Public Policy Guidelines for Urban Air Mobility. Gest. polít. pública [online]. 2025, vol.34, n.1, pp.105-140. Epub June 24, 2025. ISSN 1405-1079. https://doi.org/10.60583/gypp.v34i1.8372.
Urban Air Mobility is a novel concept that is expected to revolutionize urban transport in the medium to long term. This emerging transport alternative is largely due to the development of vertical takeoff and landing electric vehicles, which will use a very reduced ground support infrastructure and will offer air transport services at an urban and interurban level (characterized by a significant reduction in travel time, and minimal or zero emissions). Due to the novelty of this emerging technology, for a few years both the industry and the academy have been working on the technical and scientific dissemination of all its components and concepts. After an exhaustive review of the scientific literature, a rich and varied production of the subject is found in almost all concepts, except in that of public policies, one of the most complex aspects, and which can contribute, like no other, to the successful start and evolution of urban air mobility. For this reason, the objective of this research is to propose lines of political action and policy recommendations to be implemented, and that generate a solid framework for the development of this mode of transport, and that not only benefits the industry, but also the development of the cities, and of course, to the communities.
