The tripartite governance mechanisms, through which housing and land policies for lower-income populations are formulated and managed, have shown their limitations, since informal neighborhoods still represent 70 per cent of the municipal capitals in Colombia. For this reason, the objective of this article, resulting from research, is to propose the concept of associative governance, as an alternative to rethink public land and housing policies, since in the six case studies it has demonstrated its ability to solve the problems of informal neighborhoods, where other governance models have failed. The mechanisms of deliberation, negotiation and co-production in associative governance show how socialization and joint work solve needs in terms of public services, habitat and social services in multiple neighborhoods.
