How has the new decentralized organization of the State as implemented in Spain influenced the economic welfare of Spaniards, following the Constitution of 1978? What type of decentralization has been carried out? Does any risk arise from that singular structure of multi-level government? Answering these questions is the basic aim of this paper. After showing how that new organizational structure has influenced the spectacular economic results achieved and offering a positive evaluation of these reforms, the study concludes by emphasizing the situational character of the analysis, realizing and indicating some challenges for the future. The formal institutions are important, but are not everything.
