In the context of the specific event of 2006's presidential election, and in the historical frame started in 1983 with the so called "mexican transition to democracy", this paper shows the enormous difficulties faced by our country towards the creation of a new State and a new national project both legitimated by a new social pact which embraces electoral democracy as a supreme symbolical value found in all occidental countries which are immersed in a free trade society.
