Abstract

This article analyzes the institutional development of local governments in Guanajuato, Mexico, in the mirror of state reform. The article is divided in five parts. Out of the first part is a revision of different theoretical approaches in order to explain the institutional change. In the second part the different steps of institutional re-design are described. In the third part it will be analyzed the re-composition of local elites and their dynamics. After that the article argues that panistas governments in Guanajuato have had a salient role in the redefinition of the institutional change at municipalities' level. Finally, the article states some points that are lacking in the debate around institutional change, topics that could become a government agenda in a near future.
