Abstract

POBLETE, Lorena. The Bureaucratization of Social Policies: The Management of Rural Food Programs in Argentina. Perf. latinoam. [online]. 2008, vol.16, n.31, pp.151-168. ISSN 0188-7653.

Between 1995 and 1999 the reform of the wine production sector caused significant social changes in Mendoza (Argentina). The restructuring of the paternalistic model which had been the core of the old system of productivity made the rural workers to experience a complete lack of references. They went from a well-known and controlled poverty to a system of social instability in which even the basic resources were missing. The State, unable to satisfy the claims made by the rural workers, created a bureaucratic mechanism for the allocation of social aid.

Keywords : social policies; public assistance; poverty; Argentina.
