ARAGON-ANDRADE, Orlando. Rights during times of pandemic. Self-governance, consultation, and direct budgetary administration in Michoacan. Alteridades [online]. 2025, vol.35, n.69, pp.11-24. Epub 25-Ago-2025. ISSN 2448-850X. https://doi.org/10.24275/cwzv9022.
This paper studies the struggles for the right to Indigenous self-governance, direct budget administration, and free, prior, and informed consultation in Michoacán during a period marked by the Covid-19 pandemic and the changing legal avenues to access these rights. Through legal militant ethnographic work, I construct a counter-narrative, opposing the colonial narrative that dominates studies focused on legal change, thus highlighting the leading role and strategies employed by different organizations and communities to transform, disseminate, and realize these rights. As this analysis focuses on supporting the rebels who promoted these transformations, its main strength lies in its microscopic approach to the organization and the political and legal resources they mobilized to achieve their objectives.
