The article makes a descriptive analysis of rural development programmes in Mexico of both great politico-economic models: the welfare State and the neoliberal State. First characterized by a greater intervention in the economy and the development of the rural communities, and the second model, characterized by a smaller presence of the State and a participation major of the private initiative. The birth of the planning in Mexico and its mechanics of intervention in rural means, as well as the main theoretical, methodologic contents is emphasized and of social management of the programs of development conceived to take care of the rural population.
