Abstract

The main objective of this paper is to analyze fuel demand in the provinces of Spain, using panel data for the period 1999-2016. The results confirm that gasoline consumption is very sensitive to income and less sensitive to price. The contribution of the study is to estimate fuel consumption responses to changes in income, price, vehicle stock, highway networks and fuel efficiency, distinguishing between types of fuels and vehicles. The results show that not accounting for this disaggregation can produce biased results for gasoline consumption demand, car use patterns and resulting GHG emissions. The results call into question the European policy of setting lower taxes for diesel than gasoline.
