The precarious state of technological development of small businesses in Mexico does not allow them to be more efficient and productive. This situation implies that small firms invest little or nothing to develop technological innovation, which is essential for survival in the aggressive world markets, whose preferences are constantly changing. A study in Jalisco, identified that one of the main inhibitors of innovation is the lack of capacities in capital human. This research looks for evidence to support or discard this hypothesis. The results show that just over half of companies have scale differences in the process of technological innovation, in addition to diminishing returns, implying that the absorptive capacity of firms is not developing in an appropriate manner. The evidence found suggests that capital human have the potential to innovate.
