In Montevideo and the Metropolitan Area, public care policies play a limited role in addressing the needs of older adults in situations of dependency. Data from the 2019 Care Strategies Survey reveal a feminized and familiarized care structure, increasingly supplemented by precarious paid in-home care. There is heterogeneity in care strategies: sectors providing unpaid care with limited state support; women in middle-income households facing strong tensions balancing paid employment and caregiving; and higher-income households outsourcing care services to the market. These findings underscore the need to move toward a co-responsible model that guarantees the right to care and promotes equal opportunities, within the context of a decline in the National Integrated Care System in Uruguay.
