This article presents an analysis of the institutional change of Mexico’s science and technology policy in the period 1990- 2024. It is based on the hypothesis that such policy built over several decades an institutional structure based on a series of rules and norms that allowed it a certain stability. However, as of 2018, a major institutional change is observed that implied the formulation of new rules and norms. The objective of the paper is to analyze the most significant changes during this period, for which, archival and hemerographic work was carried out. The analysis shows that a new institutional framework has been built that disarticulated the previous one; with important institutional gaps in terms of norms and rules and with a tendency to concentration in decision making.
