GENE, Mariana y GLASSERMAN APICELLA, Carolina. Informal rules and gender hierarchies in the Argentine Congress. Rev. Mex. Sociol [online]. 2025, vol.87, n.1, pp.127-155. Epub 21-Feb-2025. ISSN 2594-0651. https://doi.org/10.22201/iis.01882503p.2025.1.62705.
This article analyzes the informal dynamics and internal hierarchies that characterize the experience of women deputies in the Argentine Congress. Although this country was a pioneer in affirmative action measures that increased female representation, the distribution of protagonism and power within the Congress is far from being egalitarian. Based on in-depth interviews with female deputies of different generations and the systematization of secondary sources, changes and persistences in their selection processes and daily work in the Chamber from 1991 to the present are shown. The stigma associated with entering Congress through the quota and the informal rule whereby weaker party factions would “pay for women” on the lists seem to be dissolved, while other subtle mechanisms continue to function as disadvantages for women deputies to gain visibility and relevance vis-à-vis their male counterparts.
