In Mexico, seventy per cent of forests are owned by rural communities. Collective forestry experiences began to emerge in 1980. This paper reflects on the forest policies of the 1990s, based on the theory of collective action, centered on the recognition of communities as partners and in promoting the management of forest as a common resource. These policies addressed issues regarding the recognition of rights of use and community control and helped reinforce social, natural and human capitals.
