Latin America, particularly Mexico, has shown a growing interest in evaluating the results of public policies and government performance. This article offers a methodology of evaluation that can be used in the local government sphere. To this end, the authors selected five indicators: effectiveness, efficiency, responsibility, handling of requests and promotion of civic participation. They also constructed an index that allows to determine the extent to which local authorities are "willing" to engage in "good government". Also provided is a conceptual framework that enables one to operate congruously with this type of assessment activity.
