This article addresses the implications of the creation and development of a cluster of information and software technologies in Baja California. An attempt is made to understand this cluster in its sectoral and geographic context. The main characteristics of the cluster are based on data from a recent study by Deloitte & Touche. Consideration is also given to the significance of the creation of the this cluster in relation to the concepts of the border, the region's insertion into global chains, and the possibilities for creating endogenous development clusters that would stimulate the creation of systems of regional innovation.
