Abstract

The Mexican States located at the north border face an economic and demographic evolution, which contrast with the rest of the country. I hypothesize that such differences translate into state governments with a lower degree of financial dependence on the transfers from the federal government. In order to prove such hypothesis, I propose and estimate two linear regression models with a pooling of cross sectional (31 states) and time series data (1993-1999). The results show evidence that border states have a lower degree of financial dependence, as compared with non-border states. Such results suggest modifications in the intergovernmental fiscal arena.
